The weekly meeting of the Board of Selectmen was held on Monday evening, December 9, 2002 at 7:40 p.m.

Mr. Morey stated that Mr. Greene would not be present this evening as he is away on business.
Executive Secretary Report
Mr. Botelho informed the Board that a bid opening was held last week on a Heavy Duty, Rubber Tired, Articulating Municipal Tractor; funding for this machine is through an article passed by the 2000 annual town meeting. Two bids were received.
Informed the Board that Mr. Haines has reviewed the bids and submitted a recommendation to the Board that the bid be awarded to the low bidder, C.N. Wood Co. Inc.; noted that this company was the only bidder to meet all five of the basic bid qualification specifications.
M/Hardy, s/Morey, a unanimous vote, move that as authorized by Article 18 of the 2000 Annual Town Meeting, the Board of Selectmen award the bid for purchase of a Heavy Duty, Rubber-tired, Articulating Municipal Tractor to the low bidder, C.N. Wood Co., Inc., 200 Merrimac Street, Woburn, MA for a total of $80,000.00.
Mr. Hardy noted that the original article was for $89,000, so that the bid is under the total article amount.
Mr. Morey thanked the Kiwanis Club and the other clubs and town organizations, town departments and residents for their work to make this year’s Christmas on the Common another successful day. Also, thanked Mr. Hardy for walking in the parade.
Mr. Hardy read a letter from Director of Veterans’ Services, Peter Spagone to the Commercial Club thanking them for their generous donation of $1,000 in gift certificates to Trucchi’s Supermarket. Board requested that a letter of thanks be sent to the Commercial Club.
Mr. Hardy reported that he had attended the concert sponsored by the Historical Commission by State Trooper, Sgt. Dan Clark. Noted that the concert was excellent and congratulated Mary Ahern and the Commission for their work.
Mr. Hardy also congratulated all who had participated in the Christmas on the Common activities on Saturday. Noted that he was a judge for the Christmas Tree Decorating Contest and that all participants had done a great job on their trees. It was noted that Kiwanis would be announcing the winners of the various contest at a Selectmen’s Meeting.
Mr. Hardy also noted that he was approached by a friend that commutes through East Bridgewater and had informed him that we had the best road conditions, on his commute, after the last storm and commended the town for its work. Mr. Hardy offered his appreciation to the Town employees, Highway Department and private contractors who worked through the storms to keep our streets cleared.
Mr. Morey explained that the Board would be taking up actions items, many of which deal with the annual renewal of license, which come due as of December 31 of each year; these licenses include liquor, car dealers, etc.

Mrs. Grabau informed the Board that letters were received from Fire Chief Ryon Pratt and Det. William Shaw informing the Board of their concerns with safety issues at All Foreign Auto, 300 Thatcher Street. Noted that the recommendation of the Fire Chief was to revoke the Class II and Class III license at this property. Noted that this problem has been ongoing for several years.
M/Hardy, s/Morey, a unanimous vote, move that based on the recommendations of the Fire Chief and Police Department that the Board of Selectmen hold a Public Hearing on Monday, December 23, 2002 for the purpose of determining whether to revoke or not renew the Class II and Class III licenses at All Foreign Auto, 300 Thatcher Street.
Mr. Morey requested Mr. Botelho to check on the status of Mr. Ortenzi’s claims relative to bills for North Water Street property.
Mr. Botelho announced that the was a meeting scheduled for Tuesday, December 10 at 7:00 p.m. in the Main Conference Room relative to Carver Cotton dam.
Open Forum
Chief of Police, John L. Silva announced that Armand Ortenzi has donated the cost for a 6X8 wood shed, which will be used as a bus stop shelter. Stated that he was before the Board to ask for permission to place the shed on town property. Plans to place this building at the Pleasant Ave./Pleasant Street intersection. Noted that shed is being constructed by Mike Chapin and will be placed at the location soon. Also noted that he has been in contact with Frank Moore, whose property abuts the town property at that location and he has no problem with the shed being placed there.
Chief Silva explained that the buildings will be portable and can be moved to a new location if the number of students at a stop decreases. Noted that they will be using data for students in the Central and Middle Schools using the bus stops. Noted that there are several other locations, which could use a shelter. Suggested that if any group, organization, business or resident would like to donate a shelter, they may contact him. Also noted that the shelter will have a plaque showing who donated it.
Town Counsel, John Steubing stated that the Town would not need any easement but should get a letter of consent if any private property will be used.
M/Hardy, s/Morey, for purpose of discussion, move to approve the request of Chief of Police John Silva to place a bus stop shelter on Town property.
Mr. Hardy suggested to Chief Silva that he approach the School Committee to approve these bus stop shelters; this would enable the Committee to place into the student handbook as stipulation wording regarding vandalism. Chief Silva noted that he planned to meet with the School Committee once the Board had approved the shelter.
VOTE: Yes – Hardy, Morey; a unanimous vote in favor.
